Abstract
Core school resources, such as human capital, instructional materials, finances, technology, and time, are crucial determinants of success or failure in the education sector. Among these, personnel resources hold particular significance, as they directly influence the quality of teaching and learning. Effective management of personnel is therefore central to achieving educational goals. The paper employed a qualitative approach to examine personnel resource management, emphasizing its key functions, benefits, emerging challenges, and strategies for overcoming those challenges. It explored the concept of personnel management within educational settings and outlined the responsibilities of educational managers in this domain. Drawing on existing literature, the study provided a detailed discussion of the importance of sound personnel management practices to the school system. The findings underscored that personnel resource management is not only essential but also as critical as the very establishment of the school itself. Its effective management is indispensable, requiring educational managers to develop a comprehensive understanding of its functions and benefits. Accordingly, the study recommended that school administrators, in collaboration with educational authorities, give priority to ongoing professional development for staff. This can be achieved through initiatives such as workshops, seminars, in-service training, and certification programs. Such measures enhance staff competencies in areas including digital technologies, pedagogy, and leadership, thereby strengthening institutional effectiveness and improving educational outcomes.
